Educational services for students with disabilities were authorized through the Education for All Handicapped Children Act passed by Congress in 1975. During the past three decades, we have witnessed a series of amendments to the law in response to changing societal values towards individuals with disabilities and improved educational, medical, and rehabilitative interventions.
The most recent amendments occurring in December of 2004 when President George W. Bush signed the Individuals with Disabilities Education Improvement Act [IDEIA] (P.L.108-446) into law. With each reauthorization, changes were made to the original law but the basic tenants remain intact.
